Yes, on the users profile there is a setting under the 'Attending Meetings' section. the 'Method of Attending' can be chnaged to 'Have system Call User'. It works quite well, it dials the users phone on the number that is in the profile, but doesn't work with video endpoint.
You could set the setting to be the group default if you wanted it to aply to all users.
