Is there a way to prevent users from changing message notification settings? We still want the users to have access to PCA but don't want them to be able to change the notification settings. We also don't want them to be able to change it via the phone. Notification will be used by all users but administered only by the admin. Can this be done?

You can't screen out the options from the phone menus or the PCA interface but you _can_ associate subscribers with a COS that has a restriction table for outdial notification that basically does not allow them to enter any phone number into the delivery phone number field... for admins/help desk folks they can still update these values for subscribers since they will be (presumably) associated with COSes that have more lenient restriction table patterns.
