MGCP controlled FXO state change problem

MGCP controlled 2651 with FXO modules. CCM shows FXO voice ports are registered. Observing the voice port from the router while placing test calls does not indicate any state change on the port, but CCM trace indicates call fails because the port is 'off-hook'. Debug voice ccapi inout, and mgcp all, neither shows any output when placing test calls. Any suggestions for diagnostics or troubleshooting?

Could be that the FXO Port is not discconecting on the GW side. What does "show voice port summary" show for this port when you believe it to be idle?
