I have a 2801 MGCP Gateway that is connected by way of a site-to-site VPN. The gateway registers with the CallManager, but the XML configuration file will not download. sh ccm-manager gives me the following:

The state remains "Downloading XML file" indefinetely.
As a quick test you can try manually copying the file to the flash of the router.
Next I would take a look at detailed TFTP traces from the CCM TFTP server. You should be able to see in the trace if the TFTP server finds the file and if it is trying to send the file. If you have questions on the trace go ahead and post it.
Maybe something is blocking the TFTP traffic between the GW and CCM.
A packet capture will show you if there are communications problems with the TFTP traffic.
There is nothing in the TFTP logs about this gateway, so I assume the TFTP request is never hitting the server. This is a 2801 with a VPN connection to a 3005. Is there something that would be blocking TFTP by default?
