I have worked with MGCP for awhile but I have never had this request.
2821 MGCP with 1PRI in it for 911.
I want to dedicate 5 channels for 911 and let the other 18 handle local.
Can I use DS0 groups with MGCP as my voice protocol.
Keep in mind my carrier is sending me all 23 channels I want the ability to split them in the gateway and CCM.

If the circuit is provisioned as a PRI, then you don't have the functionality with MGCP to break up channels into different groups. Also, the dso command is reserved for T1 CAS (for MGCP) and not PRI.

That is what I was thinking because of the D channel on the PRI.

That's exactly it. The D channel has to facilitate signaling for all 23 B channels. Using T1 CAS, each channel does it's own signaling in-band with the voice, so there's no need to keep them all together in the same group.
