MGCP Only one inbound call

I currently have a 3662 router with dual T-1s that I have converted to MGCP. I can only receive one inbound call, on all other inbound calls the called party sees the answer key flash very quickly and then go away. This ocurrs twice and then the calling party receives a fast busy. This was not an issue when the 3662 was configured for H323.

The resolution was to load IOS version 12.2.[13]T5.

The bug CSCdz47329 was fixed in version 12.2.[13]T5 but the fix was not carried over to the later versions like 12.2.[15]T9.
