Can you verify that the correct software has been loaded to the ATA via the phone menu? Try to reset the ATA and then use the static ip configuration via the phone menu. Make sure you do not have any duplex mismatch on the LAN and that you can ping the DHCP from your own network segment on which the ATA resides. After assigning static IP to ATA, can you ping the local gateway for ATA?
