Quick question, and I might have misread your layout, why do you have a H323 phone configured in CCM? I'm assuming you are saying this based off the layout you spoke of above - Netmeeting client (H323 client in callmanager). This might work but I've never deployed it this way unless I was going direct to the H323 client without a gateway or gatekeeper. Typically the GK trunk is created and a route pattern encompassing the E164 number has the GK as it's gateway. If you add a H323 client phone then CCM is going to bypass calls to the GK because it will talk direct to that H323 devices ip. This could explain why the call one-way is working and the other way it isn't.
