Is there a way to insert a "9" when you hit the "dial" button in the Placed Calls or Missed Calls? I would like to have the phone (7960) do this automatically without having to edit the number.

Nope. There are ways to do this by various hacks if you are using a Cisco IOS box as your voice gateway using translation rules, or by using Translation Patterns in the CallManager, but it's not perfect because there is no easy way to distinguish if you need to just insert 9, or 91 or 9011, etc.

I understand that 3.1 Enhancements, User Feature Enhancements may resolve this ?
*Intelligent dialing support RDNIS missed, received, placed calls from Cisco 7940 and 7960 IP Phones
