This is preety easy to do.In the callmanager programming under Music on hold server programming there is something know as " Run Flag".This is by default set to yes.Change it to no .This unregisters the MOH server from callmanager.As soon as you do this you should hear beep insted of music.
CCM gives beep if there are no MOH resoruces aviable.
You could set the 'run' flag in the MOH server config to no, and just turn it off all together, or you can creat a MRG and put the MOH server in it, which will pull it out of general availability, and then don't assign the resource to anybody.
