I have an issue where the MOH is sometimes sounding like a warped and overused tape. We just upgraded to CCM 4.1 (3) sr3a and have 3 servers, the publisher, a subscriber and a backup. Most phone are connected to the subscriber, the gateways to the backup. The MOH suonds bad even on internal only calls.
Verify that your MOH resources are in a DP with a Region that is using G711. G729 and the other compressed codecs were optimized for voice not music. There is noticable quality difference when using g729 with MOH.
Also insure that your switchports to CM are set with a Trust DSCP or COS setting. Conferencing and MOH are a few things that will terminate to CM with an RTP stream. A lot of people overlook setting the trust values on their CM servers ports.
Also check the audio file itself. Copy the audio file you are using a play it on Windows Media on your laptop. Or setup a 2nd MOH resource and see if that has the same issue. There might have been a problem in import.
