In CCM 4.2, what is the best way to change the MoH source for all phones? You can't do this through the device pools in 4.2.

You can do this with a common profile. Take a look at the following link.

Is this just one site or multiple sites ?

You can set a service parameter (Default MOH user audio source and network audio source) in service parameters and that will apply to all phones. phone should fall back to service parameter setting if nothing is set under device or device pool level.
