MTP, transcoder issue connecting CCM4.1.3 & Avaya


i need to enable my CCM telephones to make calls to avaya call center. I have set up a proper destination pattern, and use my Voice gateway as a MTP and Transcoder.I have the following problem - when some cisco phones (that belong to a one specific region and device pool)call this avaya call center the first call gets a operator and the second one gets automatic response and that is normal behaviour; But for other phones (in other regions and device pools) only the first call is made to an operator while the second call gets a fast busy tone which is bad.Any help with this?

P.S the phones that do not work properly belong to a region that uses 729 codec only whereas the working phones use 711 for calls within the region and 729 for the communication to all other regions.The h323 gateway that for avaya that i have insertedin my ccm belongs to a region that uses 729 codec only.
