The easy fix is to exclude voicemail messages from your rule. Unity can only look in the Inbox for new messages, not personal folders. If there are no new voice messages in the Inbox, there will be no lamp.

When a message is sent the Outlook client if they have a rule to move that message to a specific folder the MWI will not light. Is there an easy fix for this?
