no, the message should always be deleivered, even if partial. Once you start an interviewer process there will be a message since all the answers are simply concatonated into a single WAV file seperated by beep tones. There should never be a situation where someone starts an interviewer and the resulting message isn't delivered, even if they bail out by hanging up.
