one-way calling problem with MC3810s

I have the following network:

Mexico:

Panasonic KX-TD1232 PBX

MC3810 with ACM running IOS 12.0(27)

two lines from the FXO ports of the

router to the PBX

USA:

Nortel PBX (model not yet known)

MC3810 with ACM running IOS 12.0(27)

two lines from the FXS ports of the

router to the PBX

Mexico can call USA fine. When USA calls Mexico, the calling party

hears a busy signal and the called party

gets nothing. A debug on the Mexico

router when USA originates a call shows

the call setting up normally, with the

FXO port going off-hook and staying

that way until the calling party ends

the call.

History: Both routers were running IOS

11.3(1)MA2 until recently. I updated

the USA router first, and telephone

service broke in both directions. I took

the USA router back to 11.3(1)MA2, and

the phones were still broken. Then I

updated both router, and got to my

current situation.

Does anyone have any ideas what's happening?

On your debugs what do you see the disconnect cause. Is the FXO port configured to send digits to the PBX and if so do you see the digits being parsed out to the PBX. I am assuming you are using loop start signaling.
