Outbound Dialer - Playing Pre-recorded message to recipients.
In an CCM 3.1, Unity 3.1, ICM 4.6, IVR 2.2 environment - what would be the best way to accomplish a solution to create a pre-record message and broadcast it to say approximately 300 both internal and external/PSTN numbers. For examble, in the event of an emergency, a way to communicate to hundreds of employees homes emergency instructions/warnings? Is this something that can be accomplished with the current software or would it be something to look for via 3rd party?

Unless all 300 phones have a shared line on it I don't believe would be able to accomplish this. You could use the "Place Call" step to place a call and then play a .wav file but this would only be to one extension. You should look into something like Berbee's Informacast to best accomplish what you need to do.
