Is there a way that ip phone can be used to page? Normally I'll deploy an analog interfaced paging unit to attach to a FXS port(either fxs module or ATA). But I heard Cisco has intercom feature on the IP phone, is that for paging?

Cisco CallManger does not currently have a native paging feature.
You can configure a simple intercom type feature between a couple of IP Phones by configuring a dummy extension on each phone and setting the line to auto answer.
If you are looking for handset paging or more robust intercom features, there are some third party applications to look at.
Take a look at http://www.hotdispatch.com/cisco and http://phone-xml.berbee.com for some options.
Also as you mentioned, you can interface a 3rd party overhead paging solution using an ATA-186 or a fxo/fxs interface on a router.

You can also take a look at the paging intercom features that come with IOS telephony services. In short, You can use your ip phones for paging and intercom services and create paging groups etc. The router acts as the call manager.
