I'm trying to see if there is a way to sync my personal directory with the contact on the outlook, is there any way to do so?
what is the "IP Phone Address Book Synchronizer" for?

Note that the TABSync application referenced in this thread which is in the Plugins page in CCMAdmin is used only to sync with the Windows/Personal Address Book that is stored locally on the user's PC for Outlook or Outlook Express.
A different application would be required to sync with the Contacts that are stored in an Exchange server.

I was able to export my Outlook (Exchange) contacts to Excel, import them into Outlook express and then sync with the TabSync utility. Not clean, but works.

Yes, it is. Personal Productivity Services is available in the Software Center in Voice Products. The documentation can be located here:

I followed the link, went to the Call Manager download section but didn't see anything that was called cm-pps. Is it actually there, or is it my CCO login level?

The URL to go to is:
http://www.cisco.com/kobayashi/sw-center/sw-voice.shtml
If you can get there with your login you should see a link called Cisco IP Phone Productivity Services which is where this can be downloaded.
