We are doing a trial of Untiy 3.1 and have some questions about the personal operator. Why does the personal operator require another subscriber account for the number in which it is dialing?
I don't understand your question... where are you getting this information about a "personal operator"? You can (and should) use call handlers for local area operators if that's what you're talking about.
