What version of call manager are you running? There was a bug that this would happen if the phone lost connection with the call manager for 15 minutes it would not try to reset. The bug ID is CSCdv03757. Does not look like it was fixed in 3.0(12) and should be in 3.1(1). If you have either of these versions or later let me know and I will look into it.
Let me check and make sure that bug is in fact resolved in 3.1(1). Because that looks like what you are running into. This bug is actually in the phone load. Let me find out what phone load it is fixed in for 3.1
