Pickup Incomming Call Cannot Hold or Transfer to Other Phone

Callmanager cluster is running 4.1(3) and a VG248 in remote office via METRO IP network (2M B/W).Both router in head office and remote office provide IP network connection.

while main office user call remote anology phone, another anology phone in the same pickup group pickup the incomming call and talking without issue.But if the user wants to transfer the call to another anology phone in the same remote office; when the user press the hook flash once to hold the call, the talking call is dropped immediately.

I had setup the same devices in the SAME IP subnet, it works fine, the pickup incomming call user can transfer the call to other user.

All anology users use the same VG248. I had replace the VG and anology phones and change the IOS of the VG248, the same result.

Is any special setting in the IP routers between the two sites??

Any experts can show me the way?

May I need the following in the router?

voice service voip

allow-connection h323 to h323?
