There's a couple of ways the busy greeting will play 1) supervise transfer to a busy station and 2) release transfer to a station that is call forwarded busy AND the switch provides a forwarding reason code as the call reaches voice mail.
I'd take a guess that you are using release transfers. CallManager 3.0X does not provide forwarding reason codes to Unity. CallManager 3.1X will.
For now, you would have to use supervised transfers from Unity.
