Poor Voice Quality

I have a problem with my unity 2.4.6 and callmanager installation. When a user internal to the system leavs a voice message there is no problem. When a caller leaves voice mail from outside the system the voice is choppy and broken up. I am using VG200's with MGCP with FXO interfaces in them. Please email me if you have any insight<br><br>
