Port Lockup and PSTN Voicemail Messages Volume LOW

I have a service call for a client with not much current detail except for that they are currently running UNITY 3.1(2). The description I recieved was that there is

Unity port lockup and incoming PSTN voicemail messages are to low to hear. Internal voicemails are ok. Can it be TSP for PortLockup? And Volume AGC settings? Can anyone throw some ideas out there regarding these 2 issues.

I can't speak to the TSP issue but the volume issue could be xolved with AGC - however you'll want to get to 3.1(5) for that - the AGC capabilities improved between 3.1(2) and 3.1(3) quite a bit.
