I need to set up a security surveillance system using the 7970 to display a feed from IP cameras. Is it possible and if so, what kind of format can be displayed on the 7970 screens?

Yes it is possible, but live video isn't (regardless of what you see in TV shows).. it would have to be something like 1 image per second. The 7970 accepts 12 bit PNG images up to a 298x168 resolution.

What would b the most approriate way in terms of developemnt to get the 7970 when in service mode to display a .png image every second?

If your camera publishes its image as a URL you can just use an image object in Ciplets to point to that URL and set to loop back on itself every second for an update. It handles conversion from other formats such as JPEG and scaling.
