POTS problem on 2610 Gateway

Have a 2610 GW connected to 8 PSTN lines. the 8 lines are split in 2 serving 2 buildings (4 lines each) The ohter lines serve as roll-over lines. A lot of complaints are coming in about the line either being busy when not all 8 lines are in use, or the phone rings without picking up on the AA I have configured.

When I do a sh voice call sum, I get the following results. Port 1/0/7 is offhook. I'm a little new at VoIP, so I'm not sure if this indicates that one of my lines is in use when it really isn't or what.
