PRI channels are blocked in AS5300 voip g/w

In my AS5300 voice g/w, I'm seeing channels blocked, its showing in "proposed" state continously when monitored sh contr e1 0 timeslotes 1-30.

After restarting its works fine for few hours, before it blocks again. Need help to solve this prob.
