PRI config back-to-back

Is there a way to configure T1 PRI back-to-back on 3700? I would like one router to act as a telco. I have proper cabling. No alarms.

Global ISDN Switchtype = primary-ni

ISDN Serial0/0:23 interface

dsl 1, interface ISDN Switchtype = primary-ni

Layer 1 Status:

ACTIVE

Layer 2 Status:

TEI = 0, Ces = 1, SAPI = 0, State = AWAITING_ESTABLISHMENT

Layer 3 Status:

0 Active Layer 3 Call(s)

Active dsl 1 CCBs = 0

The Free Channel Mask: 0x007FFFFF

Number of L2 Discards = 0, L2 Session ID = 180

Total Allocated ISDN CCBs = 0

Am I missing anything?

I figured it out. On the D-channel interface issue 'isdn protocol-emulate network'.

Yes, one side should have clock source line and other should have clock source internal. On the D channel, one side should be network side and other should be user side. Without the network emulate command, if you do a debug isdn q931, you can see the following error on console "BAD FRAME() BAD FRAME()"
