Problem with FAX connected to an ATA 186

I have 5 faxes connected in different cluster (different IP and CM), the ATA's that be in clouster1 can send and to receive fax without problem but the fax that be connected in clouster2 single can send.

The configurations were reviewed and versions of ATA them of different the clousters and are equal.

Some idea that it can be?

Cisco Analog Telephone Adaptor (ATA) 186 supports fax transmission only as passthrough. It cannot support fax-relay. Both ports of the ATA support fax calls. For fax calls to work correctly, both the Cisco ATA 186 and the supporting gateway must be configured correctly. On Cisco gateways fax-relay is on by default. For the fax calls to work between the ATA and the gateway, the fax-relay on the gateway must be disabled.

Are yoy using Fax passthrough or Fax Mode?
