Call Manager takes the wav or mps files out of that folder and converts it to a couple of different formats (ulaw, alaw etc...) The Drop folder will become empty. The files are moved to the TFTPpath folder if you want to look at them.
There is a translator service that periodically checks the drop folder. You might need to check the service control panel and see if its running. Also, if the file isn't translatable, it will drop just an xml file with the error message.
