No this should work. I have 3 Unity servers at my desk all in the same domain. Can you be more specific on what is not created and what is not working correctly?

Well.....

The first time we installed the 2nd Unity server we
had some issues - so we tried ran the Unity uninstall
utility and reinstalled Unity. That was a mess:
- SQL was missing both ReportDB and UnityDB
(it looks like they were not created because
their .dll's were not deleted in the uninstall)
- AvDSAD and AvDSGlobalCatalog services were missing
- the "Unity_SERVERNAME" and "Esubscriber" users were
not created

So, we tried to completely rebuild the 2nd Unity server.
The installation fails when it tries to install Exchange on Unity2 because Unity1 still has Unity2 as a server in the Exchange Service Manager. It says to remove it but when you try it won't let you.

Looks like we need to reinstall the 2nd Unity server
again - and use a different server name.....argggg

You shouldn't need to reinstall with a new server name. All of the Unity configuration information that is preventing you from installing is stored in AD. You might want to go though and delete the users and location in AD Users and Computers. Remember that you need to choose 'View --> Advanced Features' in AD Users and Computers to see the Unity OU. This tool might help a bit too:

If you're not sure what you need to remove you might want to open a case with TAC and have them help you clean out AD.
