Problems with Voice Mail

We are experiencing a problem with our voice mail. When an outside call comes in and we don't answer it to takes the caller to the main Unity message and gives them the option to dial another extension or transfers to the operator. When we dial the 4 digit extension internally and no body answers it goes straight to voice mail. We need this to happen when outside calls come in.. Any ideas would be greatly appreciated.

So, the caller is calling into a main line of some sort, or do you use DID numbers? Do you have shared lines on a couple of phones on the second line?
