Single site, multi tenant building running on CM4.1.3 paired with a C2821 with 4 E1 connecting to PSTN. Let just say Tenant A would only like to have 5 outbound/inbound lines to PSTN - is there any ways or methods to limit or restrict access to PSTN beyond the number of PSTN lines subscribed?

you could use a gatekeeper to allow/disallow calls from specific users, zones, sessions and bandwidth....
no built in mechanisims in CCM to segregate channels based on user calling.

Noted. But in order to do this, I would need another router to take the role of the gatekeeper? Am I right?

Not really. You can run the gatekeeper function on the same router that functions as the gateway, provided you have enough hardware resources and an IOS with the feature set to support Gatekeeper functions.

im not certain as to how E1 is configured, but, if you can split the group into logical ports then it should be easy by using partitions and calling search spaces. therefore, split a group into 5 slots then configure a partition and CSS for tenant A PSTN ACCESS, and assign those ppl to that css.
