PSTN disconnect: USER BUSY not passed to SIP

Hi all,

when I place the call from SIP to PSTN (ISDN-BRI) and called party is busy, the gateway (C2821, 12.4.4XC2, CME 4.0) does not pass this info to SIP phone, which still generates ring tone.

This happens only with BUSY reason:

Jun 13 16:41:27: ISDN BR0/0/0 Q931: RX <- DISCONNECT pd = 8 callref = 0x99

Cause i = 0x8091 - User busy

...when there is normal call clearing (the call was made and called party hangs), the SIP phone gets correct busy tone.
