QoS for voice when in bridging mode

I need to configure QoS for voice between 2 17xx routers in bridging mode. Since they are bridging because they are connecting the same subnet.

Telefonie is patched to 2950 switches on either side.

Switches have a link to either router on which ip routing is disabled for connectivity in bridging mode.

Is there a workaround without routing?

Most of the Qos policies need routing to be enabled. For eg:- in the case of WFQ , You need IPprecedence or RSVP both of which will require you to route on the WAN link.
