You can enable Layer 2 QoS on the Cisco core switches and Layer 3 on the Cisco routers. You should be good end to end on the Cisco domain.
Not sure to what extend 3Com switches can do layer 2 QoS. If they follow 802.1p standard, then they should be able to do classification and marking aspect of Layer 2 QoS. You may want to check the 3Com manuals to find out what level of queuing and Prioritization is supported in those switches.
