question about creating a DN on Partition "on-net"

Please excuse my ignorance about a very base subject, when you put a directory number "on-net" you are effectively telling CCM to allow it everywhere and let CCM control the routing. If you put the directory number on without a partition at all, it can't get outside its own sub-net. If you assign it to a partition and the partition only serves as a gateway for local calls, the phone can call locally and to other phones on the sub-net but not anywhere else. Is this all correct?
