No, I believe only the as5xxx series in conjunction with the PGW2200 will allow you to interconnect TDM/SS7 in the Cisco product line. It's possible this has changed, but I don't think so.
Regardless, the VWIC-2MFT-E1 is only the multiflex trunk card and would need to be installed on NM-HDV or some equivelant to allow DSP usage. Put another way the E1 card would allow you to do 64K serial channels or E1 data links. In order to do voice you would need DSPs to do the g711alaw tone detection and g729 or other VoIP encoding.
