"call back cannot be activated on..." PA User

I get this message if I try and activate callback when calling a busy user that is configured in PA (number is in the PA managed partition). I am aware that obviously the PA user could/should configure a rule to process the call in the event of them being busy, but is there no way to have both PA working on a directory number and still have the CallBack facility ? I am not sure whether this is a limitation of the technology or the implementation.

Callback can not be initiated on a call incoming to Qsig trunk. Refer to CSCsa65004.
