"Database Unreachable"

CM 3.1(3a)spD, pub & sub

all IP phones register to sub

Attempts to ForwardAll from an IP Phone yield a busy signal and "database unreachable" message on the phone's display. Doesn't appear to be a partition/CSS problem. SQL replication monitor looks good/no errors.

Ideas?

This same issue was solved with an upgrade which fixed bug CSCdr86430. You may not have the same hardware, but start looking at this as a possible bug.
