Have a customer that is unable to resize the window of the CTIOS agent desktop on several (but not all) PCs. The scenario is:
1) User resizes Agent window
2) User Minimises Agent window
3) User cannot restore Window
4) User can only maximise Window.
Is there a trick or a reg tweak for this (before I have the customer re-install windows, etc.)

This is a known bug CSCma23328 in the CTIOS agent desktop 4.6.2 .You can check the details of the bug in the BugToolKit available at:
http://www.cisco.com/cgi-bin/Support/Bugtool/home.pl
This bug has been fixed in the CTI Media Toolkit 4.7 . Hence an upgrade to CTI 4.7 should solve the problem.
