restrict call forward

Is there a way to setup call forward restriction to long on the CCM system wide?

For example, we don't want people press the button forward all to forward call to cell phone or anyother number, except for VM.

Each line has a calling search space associated with call forward all, call forward busy, and call forward no answer. If you assign an "internal-only" css to the CFA option, that will restrict that line. Then, you can use BAT to update all the phones in your envornment with this setting
