I am not sure if this is at all possible but we are looking into finding a way how to restrict users from calling. It turns out that after everyone calls, some people make international calls and are costing our company big money. Is there a way to restrict users from calling after a certain time or is there a way of putting a lock/unlock key combination on the phones? Thank you. We are using CCM 4.1(3) and Unity.

Yes,
Use Time-of-Day Routing
You can create a partition for International numbers.
only active during bussiness hours, assign it to the RP for International calls (ie RP 9.011!#).
