Restricting long distance calls on Call Manager

I will be setting up a Call Manager cluster with multiple partitions and search spaces to place phones into. These partitions will control what the phone is capable of calling, ie, internal calls, local calls, longdistance, or informational. Can I give a user to over ride a search space with a autorization code or PIN number to place a longdistance or informational call?

The router pattern attached to a calling serch space is used

and if its not allowed internaltional calls, it applied to all phones

that is configured with the calling serch space.

The other option is to add a single digit translation and time any phone hits 0, you get routed to a port

on a gatway configured for IVR and this can then allow any calls for

authenticated clients.
