I would like to setup a DID to allow users to dial in from the outside and check their voicemail. Is there a documented procedure to accomplish this? Can anyone lead me in the right direction?
CCM 4.1(3), Unity 4.0(3).

The easiest way to accomplish this is to create a tranlsation pattern that matches the significant digits and translates to your vm pilot number. For example assume your CCM is configured to forward 4 significant digits and your DID is 5000 and VM profile 6000, the the TP will translate 5000 to 6000 and that's it. Make sure that the CSS and partitions are setup correctly also.

Simple soultion would be to ask the subscibers to call thier number back and Press * to get in to the VM

We set up a dummy phone with a line number of our VM DID/DDI.
We then merely place CFA (Call Forward All) from the DDI to the Voice Mail Pilot. Dialling the VM DDI from external then requests users to enter their extension then password.
This also allows our users to check their VM from any other internal extension by dialing the DDI (as an internal call). Normally, pressing the 'Messages' button drops you in to the VM process for that extension.
