Although there is nothing at all wrong with the idea of doing this, unfortunately there is no way I know of to configure it. Route Groups and Route Lists operate in an ordered, linear manner. Always try the first, then the next, etc.
Is there a practical reason for needing to have this capability? I have never heard this asked before but if there is a valid reason then it certainly may be considered by the product team.
