route-list exhausted errors in Publisher event log

We have a customer with a Call Manager 3.1.3a SP D install. It's a 2 node cluster with 2 H323 gateways, one to a PSTN PRI and one to a PBX PRI.

There are lots (at least every minute) of route-list exhausted messages the Publisher application event log specifying the PBX H323 gateway, but not mentioning a route-pattern.

There are about 300 IP phones and no one is complaining of problems. Anyone know why this could happen?

do you route calls to pbx first with failover to pstn?As far as i know this error means the pri is not available (i.e. all 30 lines are in use), you should monitor the load on the pri's i guess

Please ignore this post, I have the answer. for any one interested, it was just when a called number was busy and Call Manager tries to find another route- this can be switched off by setting the service parameter StopRoutingOnUserBusyFlag to true.
