Routing based on CLI?

Is it possible, just using CallManager and gateways(using PA is cheating) to route calls based on the CLI?

I.e. if a customer calls from one-number, they are answered on one phone, where a different customer calls, another phone ring. Both customers are calling exactly the same number.

You could do this with IPCC, you might have a free 5-seat version if you have a recent CM installation...

As far as I know there's no way of doing it with just CM or standard IOS commands... perhaps there's a way using TCL or something but that's not something I've done...

How would I get free 5-seat version? I have 4.12 CDs with IPCC. When I try to install IPCC it asks for a license file.
