Shortening delay on variable length international calls?

We are having an issue with long delay when dialing International calls (from US) in a two stage dialing scenario. On the first gateway, we have shortened the inter-digit timer to 5 seconds.

When the caller dials "8 011 xxxxxxxxxx" (where xxxxxxx is the remaining digits of the international number of variable length), the PBX removes the 8, and forwards 011 xxxxxxxx.

The first gateway matches a peer with a "011T" pattern and forwards as a VoIP leg to a centralized gateway.

The centralized gateway matches the digits via a pots peer of "011......." and seizes a trunk to out LEC. Then, there is a LONG (10 seconds) delay until the call is connected.

The terminating gateway matches a peer and has sent the call to the LEC. It appears that the delay is in the LEC, as if they are waiting for more digits.

Any idea of what we can do to resolve?
